Data Management and Sharing Plans
In August 2022, the federal Office of Science and Technology Policy (OSTP) issued the Nelson memo, which directs all federal agencies to implement plans requiring public access to federally funded research by December 31, 2025. As stated in the memo, “when federally funded research is available to the public, it can improve lives, provide policymakers with important evidence with which to make critical decisions, accelerate the rates of discovery and translation, and drive more equitable outcomes across every sector of society.” Below is an inventory on specific data management plans published by each agency to date. These instructions will be incorporated into grant guidelines. Applications that are not compliant risk return without review.

National Aeronautics and Space Administration (NASA)
The previously released SPD-41, which consolidated existing Federal and NASA policy on sharing scientific information is updated in SPD-41a and reflects new federal guidance on Ensuring Free, Immediate, and Equitable Access to Federally Funded Research, studies from the National Academies, and input from the SMD scientific community. National Institutes of Health
The National Institutes of Health implemented a new Data Management and Sharing Policy effective January 25, 2023. Data management plans must be submitted with any application that generates scientific data. Plans must:
- Specify the methods or approaches/repositories that will be used for data sharing
- Determine and budget for any costs related to data management and sharing
- Describe how investigators will ensure compliance with the plan, if awarded
