Budget model governance is an essential factor and the key to success throughout the three implementation phases of revenue-based budgeting at the University.

The three implementation phases for revenue-based budgeting at Clemson are Design, Shadow and Go Live.

Implementation

Implementation Phase I – Design


Design charge: Develop guiding principles and a recommended framework for the new budget model.


A Steering Committee representing colleges and departments from across the University investigated and developed an ideal revenue-based funding model framework to support Clemson’s strategic priorities and three mission areas: teaching, research and outreach. The committee met from 2022 to 2023.

Implementation Phase II – Shadow


Shadow charge: Test draft model framework alongside the current budget to identify needed adjustments.


Clemson has established a Transition Advisory Council (TAC) to support the “shadow” phase of implementation. The TAC members focus on gathering data and designing key business processes aligned to the new budget model framework while adjusting considerations made in the budget design stage. The committee will operate from 2023 to 2026.

As members of the TAC, Deans and administrative leaders review outputs and make recommendations for any adjustments to the model framework.

Implementation Phase III – Go Live

Following the Shadow phase and when the revenue-based budget model is live, Clemson will build a new governance structure to guide, evaluate and monitor the new budget model.
