The South Carolina Public Employee Benefit Authority (PEBA) is the state agency responsible for the administration and management of the state’s retirement systems and employee insurance programs for South Carolina’s public workforce.
State Insurance Benefits
MyBenefits is the fastest, most convenient way for subscribers covered by PEBA-administered insurance programs to manage their benefits. You can use MyBenefits for the following tasks:
- Access your insurance benefits information.
- Participate in the annual open enrollment period in October to review and make changes to your coverage.
- Make changes to your coverage related to some special eligibility situations (i.e. birth, adoption, marriage, or divorce).
- Complete new-hire insurance enrollment elections.
- Upload any required documentation.
- Review and update your beneficiary information for Basic Life and Optional Life insurance.
- Change your address and contact information.

State Retirement Benefits
Member Access is the online resource that allows you to view and update the personal information on file for your retirement account. You can use Member Access for the following tasks:
- Update active member beneficiary information.
- Apply for service retirement.
- Apply for a refund.
- Change your address and contact information.
- Create benefit estimates.
- Submit service purchase requests.
- Change State Optional Retirement Program (State ORP) service provider, if applicable.

State Optional Retirement Program (ORP)
The State ORP is a defined contribution retirement plan in which participating employees select a service provider from available companies with PEBA contracts. Following initial enrollment, participating employees will need to work with their selected service provider to invest their contributions and designate a beneficiary.
South Carolina Deferred Compensation (SCDC) Program
Participants of the Deferred Compensation Program may log in to their Deferred Comp account or call Empower Retirement at 877.457.6263 for assistance with their 401(k), 457(b), Roth 401(k), and Roth 457(b) accounts.

PEBA’s Customer Contact Center is available to provide full services to its members from 8:30 a.m. ET until 5:00 p.m. ET, Monday through Friday.
