Policy: Missing Funds and/or Property
Effective: July 01, 1991
Last Revised Date: November 21, 2011

GOAL:

Identification and correction of missing departmental/University funds or property.

PROCESS:

Whenever it is determined that there is shortage of any departmental funds, the first step taken should be to immediately notify the Department Head or next higher administrative official. The Department Head or next higher administrative officer will be responsible for immediately notifying the Director of Internal Auditing of the situation. The Internal Audit staff will investigate the situation thoroughly. If the missing funds cannot be accounted for, then Internal Auditing will notify the University Risk Manager for possible insurance recovery.

If property is missing and theft is either suspected or admitted, the first step taken should be to notify the Department Head or next higher administrative official. The Department Head or next higher administrative official will be responsible for notifying the Clemson University Chief of Police and Director of Internal Auditing. If the missing property cannot be found or recovered or if destroyed or damaged, the Clemson University Police Department or Internal Auditing will notify the University Risk Manager for insurance purposes.

If it is determined that wrong doing has taken place and it can be clearly established who was responsible for the act (missing funds and/or missing property), then appropriate disciplinary action should be taken in accordance with the University's Discipline Policy (Office of Human Resources). Departments are encouraged to discuss the situation with the Employee Relations unit in the Office of Human Resources before taking disciplinary action.
