CDR, Tuition, Fees and Student Aid

Clemson University’s Student Loan Cohort Default Rate (CDR) and additional details about Clemson’s 3-Year Default Rate are available at the Federal Student Aid School Look Up.

Tuition and fee schedules are updated annually in July after approval by the Clemson University Board of Trustees during their summer meeting. Detailed information on Clemson University Tuition and fees is available at Clemson Tuition and Fee Schedules.

Section 702 Veterans Choice Act

The Choice Act is a provision that requires public institutions of higher learning to charge qualified veterans, spouses and dependents the institution's in-state tuition rate.

No application is necessary for this tuition benefit. If you are using Chapter 30, 31, 33 or 35 benefits and reside in South Carolina, including living in a residence hall on campus, our Military Residency Office (in Financial Aid) will automatically award a waiver to your bill.

Please note that if you receive a waiver under this provision, you will lose eligibility for nonresident scholarships, waivers and grants.

STEM Scholarship

As a Post 9/11 GI Bill® STEM student who has exhausted or is about to exhaust your entitlement, you may be eligible for nine months of additional benefits (or a maximum of $30,000) through the Edith Nourse Rogers STEM Scholarship.

Priority will be given to individuals who are entitled to 100% of Post 9/11 GI Bill® benefits and to those who require the most credit hours.

  • Yellow Ribbon may not be used with this extension. These additional benefits cannot be transferred to dependents.

Yellow Ribbon

Due to changes in federal legislation with the Choice Act, most veteran students find that Yellow Ribbon isn’t needed while attending Clemson.

You may only be eligible for Yellow Ribbon if you:

  • Are using the Chapter 33 Post-9/11 benefit at the 100% level
  • Were already approved for Yellow Ribbon by the VA
  • Are in a fully online program
  • Do not reside in South Carolina

If you are currently eligible for Yellow Ribbon and exhausted your Chapter 33 Post-9/11 benefit, you will no longer be eligible for Yellow Ribbon. Yellow Ribbon is only used in conjunction with the Chapter 33 Post-9/11 benefit if approved at the 100% level, and eligibility is determined by the VA upon the veterans approval by the VA for educational benefits. Please keep in mind that you may not receive both the Yellow Ribbon and the Choice Act out-of-state waiver.

Chapter 33 Payments

Tuition and mandatory fees are certified to the VA after the 100% refund period to ensure we have a static number to report.

Once you have completed the required forms, Student Financial Services will place an anticipated credit (for tuition and mandatory fees only) on your account based on the percentage/benefit level listed on your Certificate of Eligibility. You are required to pay room, board and any other fees not covered by the Post 9/11 GI Bill® by the published payment deadline.

If you do not have a Certificate of Eligibility or have an outstanding balance due for fees not covered by Chapter 33 benefits, you may sign up for the Chapter 33 VA Payment Plan and pay the remaining balance on your account in two equal installments. Should you decide to no longer utilize your benefit, or if you exhaust your benefit, you will be ineligible to get on the Chapter 33 VA Payment Plan.

Please keep in mind that this payment plan is only offered during the Fall and Spring terms.

Eligibility

  • You must be eligible to receive Post 9/11 GI Bill® benefits for the registered term.
  • You must initiate requests to utilize Post 9/11 GI Bill® benefits online each term through the certifying official’s office.

Benefits of Enrollment

  • No enrollment fee
  • Protects your activity privileges
  • Avoid beginning-of-term late payment fees
  • Avoid course cancellation (enrollees with no prior term balance)
  • Avoid general email correspondence regarding outstanding balance

How to Enroll

  • Log into your iROAR account and choose the “Student Billing” option
  • Select "My Bill"
  • Select "Enroll in Payment Plan"
  • Choose the "Chapter 33 Payment Plan"
    • NOTE: The option to register in the Chapter 33 payment plan will not be visible until your Benefits Request Form has been submitted for the appropriate term and bills have been released by Clemson University.

Terms and Conditions

  • Two payments per term
  • Minimum account balance for enrollment: $200
  • Payment due dates: Oct 1, Nov 1 (Fall) and March 1, April 1 (Spring)
  • Late payment fee: $150 per late payment
  • No requirement to set up bank account auto-draft
  • You can schedule and/or submit payments online, in person or by mail
  • Payment must be received by scheduled due date

Restrictions

  • Past-term balance can restrict you from registering for classes in the future.
  • A late payment triggers Fike and athletic ticket privilege hold.
  • Default payments may result in restriction from enrollment in future payment plans.

Specific Questions about VA Benefits

  • Can I use my VA benefit in any academic program?

    No. Clemson has certain academic programs that have been approved for using VA funds. Before you select your academic program, be sure to check the VA’s public WEAMS report to determine if that program is eligible for using VA funds.

  • I am a full-time Clemson University student, but the VA is stating I am part-time?

    Usually, this is because our office was unable to certify one or more courses to the VA. The terms of your unique term-specific certification will be emailed to you once we have reviewed and certified your course(s) to the VA. In other words, if you are enrolled as a full-time student at Clemson, but we could only certify some of your hours to the VA (such as 11 credit hours of the 15 you are registered for), you are considered part-time with the VA even though you are a full-time student at Clemson.

  • How do I know what my residency status is?

    Clemson’s Military Residency team in our Financial Aid Office can help you determine residency status. You can find information related to active duty, Choice Act, and state of South Carolina benefits online here.

  • How long does it take to receive my benefit from the VA once I've been certified by Clemson?

    Depending on the time of year, it may only take our office two to three days to process your request, but in peak busy times, it could take up to a few weeks to process all paperwork. After our office sends the term certification to the Department of Veterans Affairs, it takes an additional 30 days for the VA to process the certification and release the funds to you and/or Clemson University — depending on your specific benefit. Please note that VA processing times can increase greatly during the beginning of the term, so these timelines are estimated windows.

  • How can I find out how many months of remaining benefits I have?

    You should contact the VA at 1-888-GIBILL-1. Clemson University does not and cannot calculate entitlement. Only the VA can calculate that. If you are using Chapter 33 Post 9/11 GI Bill®, you may also use the eBenefits website.

  • Are there any fees that the VA will not cover?

    Yes. Some of these fees include late registration fees, reinstatement fees, any fees associated with room and board or travel costs for a field trip or study abroad program, a non-required internship with 0 credit hours, excessive-hours fees, late graduation application fees, parking permits (exception: if you are using Chapter 31 — Veteran Readiness & Employment and your Counselor approves the fee), and three-peat fees (courses repeated three times). Please note this list is not exhaustive.   • I am receiving a scholarship. Will this affect my benefits?

    If you are receiving any scholarship that covers only tuition and fees and you are receiving Chapter 33 Post 9/11 GI Bill® benefits, then yes. Our office will deduct the amount reported to the VA by the amount of the scholarship received. This does not affect other benefits (housing stipend, book stipend, etc.) as these are not based on the tuition and fees reported to the VA.
